A laser cutter actually is a CNC machine.  CNC stands for Computer Numeric Control and is a term that applies to all kinds of computerized manufacturing.  CNC machines are machines where a computer is controlling the manufacturing process.  This could apply to 3d printers, water jets, plasma cutters, routers, milling machines, and many others, including laser cutters.  When someone says CNC without specifying the type though they usually mean a CNC Router or Milling Machine.
